When Pakistan discusses water security, the main topics of discussion are dam construction, glacial melt, and transboundary river treaties. However, there's a quieter, quicker threat to the Indus River from an odd source: discarded smartphones.

According to Pakistan's Environmental Protection Agency (EPA), Pakistan generates over 100,000 metric tons of electronic waste (e-waste) annually. The rest end up in open landfills, roadside sewers, and informal recycling yards in Lahore, Karachi, Gujranwala, and Faisalabad. From there, heavy metals—lead, mercury, cadmium, and lithium—leach into groundwater and canals that feed the Indus River basin. 
 Two Threats, Different Timelines
Climate change is a long-term threat to the Indus River basin that would cripple agriculture and hydropower due to reduced summer flow. E-waste, however, is an immediate and localized poison. “Climate change affects the quantity of water over decades,” says Dr. Shahid Amjad, an environmental scientist formerly affiliated with the Pakistan Council of Research in Water Resources (PCRWR). “E-waste affects the quality of water right now. A single smartphone battery dumped in an open drain can contaminate up to 600,000 liters of water with lead and lithium.” Unlike glacial melt—which is largely beyond national control—e-waste is entirely manageable with existing laws and better public awareness. 
 How E-Waste Reaches the Indus
There are three main pathways through which e-waste enters into the Indus basin:
1. Informal recycling yards: In Pakistani cities like Lahore and Karachi, people burn circuit boards (e-waste) to extract gold and copper, which results in toxic smoke in the environment, and the remaining chemical residue is wasted into storm drains that connect to the Indus system.
2. Landfill leachate: In cities without sanitary landfills (the majority of Pakistan), rainwater percolates through open dumps containing phone batteries and components. This contaminated water reaches shallow groundwater aquifers, many of which feed agricultural canals.
3. Improper disposal in rural areas: With no formal collection system, many rural households discard old phones and batteries into household waste or irrigation channels. The result: rising heavy metal concentrations in groundwater.
In Punjab, the PCRWR has previously linked groundwater contamination to an increasing incidence of chronic kidney disease of unknown etiology (CKDu) in agricultural communities. A legal framework exists; enforcement does not.
Pakistan has laws on the books to regulate e-waste. 
 The Pakistan Environmental Protection Act (PEPA) 1997, Section 11, prohibits the discharge of pollutants exceeding 
National Environmental Quality Standards (NEQS). The Hazardous Substances Rules, 2003, classify e-waste as hazardous and require proper handling, transportation, and disposal. 
However, multiple environmental officials, speaking on condition of anonymity, admitted that enforcement is “near zero.” No provincial EPA has prosecuted a single e-waste case in the last five years. The formal recycling infrastructure remains underfunded and underutilized. “The problem is not a missing law,” says Ali Tauqeer Sheikh, a climate and water security analyst based in Islamabad. “The problem is implementation. Until provincial EPAs treat e-waste as seriously as industrial effluent, the Indus will remain a sink for our electronics.”
What Can Be Done? Experts and officials propose a three-pronged solution
1. Public awareness Most Pakistanis are unaware that a phone battery cannot be thrown in household trash. The Ministry of Climate Change and provincial EPAs have run limited campaigns, but none have focused specifically on e-waste. 
2. Extended producer responsibility (EPR) Globally, smartphone manufacturers are required to offer take-back schemes. In Pakistan, no such regulation exists. The Consumer Protection Council of Pakistan has recommended draft EPR rules, but they have not been adopted. 
 3. Formal recycling infrastructure At least one private e-waste recycling plant operates near Lahore, but capacity is minimal. The federal government, under the Clean Green Pakistan movement, has proposed establishing regional e-waste facilities. Funding remains unallocated. 
What Individuals Can Do:
While policy lags, citizens can reduce their e-waste footprint: 
Keep phones longer: Using a device for four years instead of two halves its lifecycle impact.
Repair, don’t replace: Battery and screen replacements are widely available in Pakistan at low cost.
Use formal collection points: The Pakistan EPA and some NGOs (e.g., Roshan Pakistan, WISE) maintain take-back booths in major cities. A directory is available on the Ministry of Climate Change website. 
The Bottom Line:
Climate change will take decades to fundamentally alter the Indus River. E-waste is altering its water quality today. “We cannot afford to focus only on glaciers and dams while ignoring the poison we are dumping into our own water,says Dr. Amjad. “The Indus can survive climate change if we manage it properly. It cannot survive decades of heavy metal contamination.” As Pakistan prepares for another year of water uncertainty, the smartphone in your pocket is not just a communication device. It is, if discarded carelessly, a delayed-action poison for the nation’s most vital river.
